For the federation to become the first national reference in spreading the culture of community sport, and for sport to become a daily way of life for every individual in the State of Kuwait, in a way that contributes to building a healthy, active, and cohesive society and enhances Kuwait's standing as a pioneering regional model in Sport for All.

The appropriate plan is determined for the development process relating to the technical aspect, along with the appropriate technical method for the type of development plan, choosing the appropriate principles and the correct and modern methods in order to reach the objectives through sound planning.
This is done through the federation's working committees after being approved by the Board of Directors.

The National Strategy for Sport for All is the framework that transforms the practice of sport from a limited individual activity into an integrated developmental ecosystem that contributes to building a healthy person and a productive society. The strategy targets five main age groups, each with programmes specially designed to meet its needs and physical abilities.
School sports programmes, movement-play activities, school and community championships aimed at instilling a love of sport from an early age and building healthy habits that last a lifetime.
Marathons, team sports, modern fitness programmes, and motivational digital applications targeting the young generation and investing their energies in building a healthy and active society.
Active workplace programmes, family events, digital sports challenges, walking clubs and light sport suited to their professional and family lifestyles.
Organised walking programmes, flexibility exercises, and social sports activities that enhance physical and mental health and preserve the activity and independence of seniors.
Inclusive and adapted sports programmes, suitable environments, and inclusive events that ensure the effective participation of people with disabilities in community sporting life without obstacles.
Stemming from the national vision of making sport a way of life, the plan rests on the transition from organising seasonal events to a sustainable community sport ecosystem with a measurable impact.
